Latest in a series documenting Savannah horse carriage tour companies violating Savannah ordinances,
Savannah carriage companies are openly mocking Savannah and city leaders by breaking the laws that govern them right out in the open, every day, on Savannah’s streets.
Watch Savannah Horses Not Wearing Reflective Cuffs
Horse carriages in Savannah are governed by the “Code of General Ordinances, Article S, Horse Drawn Carriages for Hire.”
Section 6-1566 of the Savannah horse drawn carriage ordinance states:
“Electrically powered lights or lanterns and reflectors that shall be visible from a distance of 500 feet in any direction. Each animal shall have reflective ankle cuffs or other reflective material on the front of the animal. Each side of the shaft or harness in contact with the animal shall have reflective material. Lights and reflective material shall be in operation from a half hour after sunset to a half hour before sunrise, when raining or when inclement weather or environmental conditions severely reduce the ability to clearly discern person and vehicles on the street or highway at a distance of 500 feet.”
Are city officials rubber-stamping horse carriage inspections?
Savannah horse carriage companies are required to submit to regular inspections by the city. We obtained the inspection records for 2024, and the category of “reflective ankle cuffs” showed a passing grade for every record for every company.
Why are Savannah horse drawn carriage companies receiving a passing grade when anyone on Savannah’s streets at night can confirm horses are not wearing reflective cuffs?
