Savannah horse tour companies caught operating on Broughton Street, in violation of the law.

Savannah carriage companies are openly mocking Savannah and city leaders by breaking the laws that govern them right out in the open, every day, on Savannah’s streets.

Horse carriages in Savannah are governed by the “Code of General Ordinances, Article S, Horse Drawn Carriages for Hire.”

Section 6-1566 of the Savannah horse drawn carriage ordinance states:

“Horse-drawn carriages are prohibited on the following streets and street segments within the area defined above, except to cross from one side to the other: Bay Street, Broughton Street from Martin Luther King, Jr. Boulevard to Lincoln Street, Drayton Street, Whitaker Street
south of Congress Street, President Street from East Broad Street to Randolph Street, and Montgomery Street from Broughton Street to West Taylor Street. Horse-drawn carriages are specifically prohibited on River Street and all ramps between Bay Street and River Street, but
are permitted on all streets north of Bay Street on the Bay Street level between Martin Luther King, Jr. Boulevard and East Broad Street.”

 

Are there exceptions for St Patrick’s Day?

Are horse carriages allowed to operate on Broughton because of the St Patrick’s Day parade route?

In an email to horse carriage companies, Tourism Supervisor Rachel Buck instructed carriages operators may reroute to accommodate the parade, but only while “adhering to the regulations in… the ordinance.”
